Each year, the Governor proposes a budget for the State of Maryland. It is required by the Maryland General Assembly to balance and pass this budget-- a process that is long, and often difficult to understand, even for legislators. This is a brief overview of the FY16 budget, given out by the Maryland Democratic Caucus.
